Geo targeting is a function that allows you to set regions to distribute ads.
Geo targeting
Geo targeting is set in the ad group with the following steps.

Steps
  1. Open the main window of the Campaign Editor.
  2. Select “Locations” in the display content selection list on the left-hand side of the window, and select either "Location" or "Radius."
  3. Click “Set up geographic targeting” on the operation menu at the top portion of the data area. Select either "Specify location" or "Specify Radius."
  4. Setting up Geographic targeting
    ■Specify location name
    When the ad group is selected on the account tree:
    Choose the location to be targeted for the selected ad group. Multiple locations can be chosen.
    When the ad group is not selected on the account tree:
    Choose ad group and location to be targeted. Multiple ad groups and locations can be chosen.
    (1) Select the ad group
    Select Ad Group to be targeted from the list.
    By marking the check on the upper level like Account/Campaign, all Ad Groups under it are selected.
    (2) Select the target area
    Select locations to be targeted from the list.
    The list of locations is shown in a tree structure.
    Here are meanings depending on how checkboxes are marked.

    -Checkbox not selected:
    The corresponding location isn't selected.
    When you select the upper-level location, the lower location won't be selected (upper location only).
    -Checkbox selected:
    The corresponding location is selected.
    When you select the upper-level location, all locations on the lower levels are selected.
    Tips
    To apply the bid adjustment rate for all locations on the lower levels, specify it at this step.
    -The symbol ■ appears in the checkbox:
    Some or all locations on the lower level are selected.
    To remove the selection, click the symbol ■.

    ■Specify radius
    When the ad group is selected on the account tree:
    Specify the latitude, longitude, and radiuses for the ad groups which you selected. When you click "Add", you can select multiple locations.
    When the ad group is not selected on the account tree:
    Specify the ad groups and the targeting locations. You can select multiple locations. 
    (1) Select the ad group
    Select ad groups, you want to specify the target from the list.
    When you check the upper level of accounts or campaigns, you can automatically select all ad groups under your checking accounts or campaigns.
    (2) Specify the latitude, longitude, and radiuses for your targeting.
    Enter a description in "description". You can enter up to 300 characters. It is the optional input.
  5. Click "OK" button. New targeting settings are added to the lowermost line in the data area.
  6. On the data area, enter "Bid adjustment" for the targeting.
    -Enter the rate from "1" to "100" for "Increase by" and from "-1" to "-90" for "Decrease by."
    -Enter "0" when you do not set Bid Adjustment.

Tips

When you change the location name for targeting you have already specified, click the existing targeting, and click "Select location" on the data detailed area.
When you see the list of locations, select the targeting location, and click "OK".
When you remove the targeting you have already specified, click the specified targeting, and click "Deselect" in the data detailed area.

You can collectively create targeting settings by using the import function.
Import data
You can create new targeting settings by copying existing settings by using the copy function.

Note
Data added, changed, or deleted, and targets set in the Campaign Editor are applied to the account data of the Campaign Management tool by uploading. The changes will not be applied to the Campaign Management tool if the Campaign Editor is quit without uploading the data.
