Target List Bid Adjustment and Target Users
When you set the Target List for a campaign and an ad group, you can set up Bid Adjustment Rate and Target Users for the Target Lists.

You can determine the scope of Target Users.
- Users on the Target Lists
Select 'Users on the List' when distributing ads only to the users using specific Bid Adjustment Rate. Ad will not be distributed to the users who are not included in the Target Lists. - All Users
When you distribute Ads to the all users, select "All Users". It allows you to distribute Ads to 'All Users' including 'Users on the List', and also to set a specific Bid for Target Users.
* Set up Sample:
Ad Group Bid: 300 yen
Target User: All Users
Bid Adjustment Rate for Target List: Increase by 50%

- If you set up Target List to a campaign or an ad group, the default setting is as below.
- Bid Adjustment Rate for Target List: 0%
- Target Users: All Users

- If Target list is set for campaign/ad group created before February 27, 2018, the default target users will be 'Users on the List'.
